Families USA Submits Comment Letter Pushing Back Against the Trump Administration’s Notice that Unjustly Attacks Immigrants’ Rights to Critical Health Services

Families USA provided a comment letter to the Department of Health and Human Services (HHS) notice issued last month that reinterprets the definition of “Federal Public Benefit” in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA).

Families USA expressed its concern about the Trump administration’s cruel attacks on immigrants. In opposing HHS’s new definition of “federal public benefits” in PRWORA, the comments underscore that the notice is “unconstitutional and unnecessarily reverses nearly three decades of legal interpretation” and leaves immigrants, including many of those who are here with legal status, with an increased number of federal programs they can no longer access — including Head Start and community and reproductive health care.
