The use of and reliance on quality measurement continues to grow with the increased focus on transforming the health care system into one that rewards value over volume. However, despite this increased use, measurement initiatives to date have largely failed to measure equity, and they remain an underused tool for reducing health disparities.
As quality measurement is increasingly used to determine payments to providers and health plans, not measuring and paying for equity risks worsening disparities and is a significant missed opportunity for reducing disparities. It is imperative to not only measure these disparities, but also to directly incentivize their reduction.
