Talking about the Individual Mandate
Opponents of the Affordable Care Act claim that the individual mandate is a new tax on the middle class. But the reality is that only about 2 percent of Americans will have to pay a small fee for not buying health insurance.
People who already have insurance won't have to the pay the fee, and individuals who can't afford it or who don't want to buy it for religious reasons can get an "exemption" so they won't have to pay the fee.
