One of the most significant and popular features of the Affordable Care Act (ACA) is the new protection that puts an end to insurance company discrimination against people with pre-existing health conditions. This important ACA protection depends on two other provisions that keep coverage affordable: premium subsidies and the coverage mandate.
The first open enrollment has ended--more than seven million people enrolled in health insurance through the marketplace. But as you know, there are many consumers who are still in the midst of the enrollment process and who are working to complete their applications and select a health plan.

From screening prospective clients to guiding consumers through the application process, volunteers are helping navigator and assister programs with enrollment efforts.
The next open enrollment period begins on November 15, and navigator and assister programs are already gearing up to help consumers apply for new coverage or renew existing coverage. During the first open enrollment period, which ran for six months, navigators and assisters were inundated with requests for help from consumers. Demand was so great that staffers were often overwhelmed, and all available appointments were booked. Several state assistance programs found that using volunteers allowed their programs to reach and help more consumers.
5:00 p.m. update—With three weeks until the end of open enrollment, one thing that distinguishes this period from last year’s is the lack of news. Things have been going pretty well.

Counihan ran down the improvements CMS made to Healthcare.gov: reduced number of screens required to enroll from 76 down to 16, the site is warmer, fonts are bigger. “We’re learning.“

In a wide-ranging discussion that covered everything from Medicaid policy to children’s benefits on the exchanges to the ACA’s subsidies, these two feisty policy wonks hashed out their visions for the future while reflecting on the past year.
