Many state legislatures are passing the midpoint for 2018 sessions, and trends are emerging in their efforts to tackle health care affordability and coverage. States are also reacting to federal activity around Medicaid and private market coverage including the repeal of the individual mandate. Below are some of the noteworthy state health legislative measures already moving this year.
At the end of July, health care supporters prevailed over lawmakers who sought to pass destructive legislation that would have stripped millions of people of their health coverage and cut Medicaid for seniors, children, and people with disabilities.
Our country owes much of this victory to advocates and constituents in key states who spent the past eight months organizing to protect our care from this harmful bill. Working with Families USA and other national partners, state consumer health advocates used an array of tactics that made an enormous contribution to the campaign to protect the Affordable Care Act (ACA) and Medicaid. Through rallies, town halls, meetings, press and social media engagement, calls and letters to Congress, state-focused policy analysis, and other critical tactics, these state organizations raised public awareness of what was at stake and put pressure on lawmakers to oppose the harmful legislation.
Today, all but two Senate Republicans voted yes on the “motion to proceed” which formally begins the debate on legislation to repeal the Affordable Care Act. It is not clear which legislation the Senate will be debating.

ACA opponents often complain about deductibles in the law’s health insurance marketplaces. But under the Senate bill health care repeal bill, deductibles would skyrocket for most marketplace enrollees.
Our analysis of HHS data shows that, with all states combined, deductibles would rise greatly for between 7.7 million and 8.5 million out of the 11.1 million people who received Marketplace coverage in 2016—between 69 percent and 77 percent of all Marketplace enrollees.
Access to quality health coverage and care is essential to living a healthy life. The Affordable Care Act (ACA, also known as Obamacare), has helped provide coverage to 20 million Americans, including 6 million Latinos since implementation of the law in 2013. These gains have been especially important to the Latino community. The uninsured rate for Latino adults under age 65 has declined by over 40 percent—from 43.2 percent in 2010 to 24.5 percent in 2016—the largest decline of any demographic group.
A key way the Affordable Care Act (ACA) helped the United States reach a dramatic drop in the uninsured rate was by expanding the Medicaid program to low and moderate income adults. Despite this success, the House Republican plan to repeal the ACA would freeze the Medicaid expansion starting in 2020. As Arizona’s experience shows, freezing the Medicaid expansion is ending the Medicaid expansion and it’s a move that gambles with the lives of millions of Americans.
With a new president and Congress, the health care gains made throughout the last six years face their greatest threat yet. Congress has voted more than 60 times to roll back the historic progress that has been made to expand health coverage to millions of people in this country and to improve coverage for those who already had it.
