Heather Bates is a licensed social worker with more than 20 years of experience in the fields of aging, geriatrics, and health policy. Ms. Bates is the Deputy Director of the Enrollment Assister Network at Families USA. In this position, she works with enrollment assisters to provide training and technical assistance related to designing enrollment assister programs, developing outreach strategies, and communicating effectively with consumers. Prior to this position, Ms. Bates was Regional Manager for Enroll America’s Get Covered America campaign, whose goal was to reach consumers and help them enroll in health insurance under the Affordable Care Act.
Ms. Bates has held several other positions in health care advocacy. She was Vice President of Client Services at the Medicare Rights Center, a national nonprofit, for more than five years. In this position, she redesigned their Client Services programming from the ground up to increase training for professionals and expand the capacity of those helping people enrolled in Medicare and Medicaid. Before that, she was the Senior Training Associate at Families USA’s Health Assistance Partnership, where she trained and educated professionals about lesser-known aspects of Medicare, such as the appeals process and managed care plan rules. And during the first enrollment period for Medicare Part D in 2006, Ms. Bates oversaw implementation of New York City’s State Health Insurance Assistance Program (SHIP), where she managed outreach efforts of a volunteer corps of 100 (plus volunteers) and more than 50 community-based organizations.
Ms. Bates obtained her bachelor’s degree at Ohio University and is a graduate of New York’s Hunter College School of Social Work.
