Families USA, a national nonprofit advocacy organization dedicated to the achievement of high-quality, affordable health care for all, is seeking a Senior Director of Federal Relations to develop, oversee, and implement the organization’s legislative and regulatory strategy by engaging federal policymakers, officials in the Administration, and members of Congress and their staff. This staff member will manage, maintain, and build new relationships with national partners and other key health care stakeholders to achieve policy change.

Duties and Responsibilities

  • Develop and implement Congressional strategy to accomplish organization goals
  • Develop and implement federal Administrative strategy to accomplish organization goals
  • Develop and maintain relationships with, communicate with, and lobby key Congressional members and staff on legislation, legislative activity, and Administrative activity that presents opportunities and challenges to Families USA’s program areas and priorities
  • Develop and maintain relationships with, communicate with, and lobby key Administration officials and staff on Administrative and legislative activity that presents opportunities and challenges to Families USA’s program areas and priorities
  • Analyze proposed legislation, legislative actions, and Administrative actions and determine the potential impact on the organization’s priority areas
  • Monitor legislative and Administrative activity and develop organization positions and talking points
  • Prepare and staff the Executive Director, Team Leaders, and other organizational leaders in meetings with members of Congress, Congressional staff, and senior-level staff in the Administration
  • Lead the work of Families USA’s Medicaid Coalition
  • Represent the organization at various meetings and coalition tables
  • Produce content on several of Families USA’s issues areas and on federal legislation, including but not limited to: emails, blogs, fact sheets, issue briefs, language for infographics, and other materials
  • When appropriate, assist Team Leaders with the reading and analyzing of federal regulations and guidance and write comments
  • Respond to media requests (both on-the-record and background interviews)
  • Create and deliver presentations in-person, by phone, and on webinars
  • Serve on Families USA’s conference planning team for the annual Health Action conference
  • As needed, serve as project manager for grants and special projects
  • Manage Federal Relations department budget
  • Directly supervise Federal Relations staff

 Desired Qualifications

  • Bachelor’s degree in Political Science/Policy or related discipline required, advanced degree in Government, Public Policy, Public Administration, or a related discipline strongly preferred
  • Eight or more years of working experience is required
  • Must be an expert in both the federal legislative and administrative rulemaking processes and have political savvy
  • Senior experience working as a Congressional staffer and/or in the federal Administration strongly preferred
  • Must have a working knowledge of health policy, especially on the Affordable Care Act, private insurance/market, Medicare, Medicaid, Children’s Health Insurance Program (CHIP), health equity, and health system transformation
  • Ability to build and maintain professional, positive relationships with federal policymakers and other key stakeholders
  • Must be able to handle multiple tasks, work under tight time constraints, and make decisions under time pressure
  • A wide degree of creativity and latitude is expected
